About Our District
The Oyster Bay-East Norwich Central School District is comprised of a small educational community serving a diverse mix of students in three schools: Theodore Roosevelt Elementary School (Grades K-2), James H. Vernon School (Grades 3-6) and Oyster Bay High School (Grades 7&8, 9-12). The district's 13.1 square mile boundaries include the hamlets of Oyster Bay and East Norwich and the incorporated villages of Centre Island, Oyster Bay Cove, Cove Neck, and portions of Mill Neck, Muttontown, Laurel Hollow, and Upper Brookville. The incorporated villages maintain rigid zoning requirements which keeps residential growth within the district valued well above average and considerably helps the overall tax burden.
Both Oyster Bay and East Norwich's schools have a long history. The Oyster Bay school system began with the support of James Townsend of Oyster Bay who was on the Board of Regents of Columbia University from 1784-1787. In April, 1802, he helped establish the Academy from which the public schools of Oyster Bay developed in 1865. The East Norwich school system had its official beginning at the annual meeting of elders on February 2, 1838. The Oyster Bay-East Norwich Central School District was created on July 1, 1960 by the action of the voters in the former Oyster Bay and East Norwich School Districts. This merger brought together two well-established school programs for the purpose of providing outstanding educational opportunities for the students of the area.
The district enjoys the lowest true value tax rate in Nassau County, yet our per pupil expenditure is one of the highest in the county. The favorable tax base is balanced with the need to be fiscally responsible to all segments of the community.
Oyster Bay-East Norwich Schools are characterized by the close contact between a distinguished faculty and their students. This interaction extends from the classroom to interscholastic athletics and co-curricular activities.
The schools enjoy a reputation for excellent academic programs and student accomplishments. Much of this recognition is directly linked to the caliber of its teachers. The experienced, professional staff have completed, or are in the process of completing, graduate-level studies. They are actively engaged in professional activities, playing an important role in county and state organizations.
The OBEN District Administration consists of: Superintendent of Schools, two Assistant Superintendents, Director of Special Services, building principals, assistant principals (at Oyster Bay High School), and Program Supervisors. The Supervisors' areas of responsibility include: English Language Arts, Fine & Performing Arts, Health, Physical Education & Athletics; Math, Science & Technology; Social Studies and World Languages & English as a New Language.
Our high school faculty consists of two National Board Certified teachers, the highest accreditation a teacher can receive in K-12 education. The faculty also includes two New York State Master teachers in the field of science, a designation that places them among the top K-12 educators across the state in their field. More faculty members are on course for achieving these distinctions. In addition, several department supervisors and faculty have been honored for excellence in their field, with distinctions such as Administrator of the Year, Teacher of the Year, technology "NASTARS" by the Nassau Association of School Technologists.
A Broad Range Curriculum Offering an Outstanding Academic Program
The district's commitment to excellence in education is supported by its strong instructional program and guided by the New York State Learning Standards. A comprehensive curriculum embraces all levels of ability in the student population. Emphasis on small class size and individual instruction enables teachers to recognize students' strength and weaknesses, capitalize on their learning styles and identify each child's gifts and talents.
The needs of every student are addressed through academic intervention services with our goal of every student reaching his or her highest potential. At the elementary and intermediate schools, programs for children with high academic achievement are balanced with a special education program that encourages inclusive practices. At the high school level, a diversity of courses are available and an excellent academic program prepares students for entrance into college. Diverse and challenging course offerings represent a commitment to academic rigor with Accelerated, Honors, and Advanced Placement opportunities. School-Business Partnerships assist students preparing for work after high school and for many of those who plan to attend college.
The classroom curriculum is supported by advancements in instructional technology and library/media specialists in each building. Cultural Arts plays a very important role in our schools by offering a wide variety of musical and artistic opportunities to enrich the educational experience for all of our students, including instrument and vocal lessons and performances in winter and spring concerts.
