The safety and security of our students, staff, and visitors is the highest priority of the Oyster Bay–East Norwich Central School District. In partnership with local law enforcement, emergency responders, and our school community, we work continuously to maintain safe, supportive, and well-prepared learning environments. Our practices follow New York State Education Department regulations and Board of Education policies, and are guided by comprehensive planning, regular training, and proactive communication. This page provides information about our safety protocols, emergency procedures, security measures, and the resources available to families as we work together to keep our schools safe.

District-Wide School Safety Plan

Pursuant to Commissioner's Regulation, Section 155.17 (e)(3), a summary of the plan is made available annually, at least 30 days prior to its adoption by the Board of Education. Any questions or comments can be sent to Maureen Raynor via email. The 2025-26 Districtwide School Safety Plan was adopted by the Oyster Bay - East Norwich CSD Board of Education on August 26, 2025.

Standard Response Protocol (SRP)

Standard Response Protocol - Shelter

Shelter

State the hazard and safety strategy”

 

Shelter is called when the need for personal protection is necessary. Safety strategies might include:

  • Evacuate to the shelter area
  • Seal the room
  • Drop, cover and hold
  • Get to high ground

Students:

  • Use appropriate safety strategy

Adults:

  • Lead safety strategy
  • Account for students
  • Report injuries or problems using Red Card/Green Card

Standard Response Protocol - HoldHold

In your room or area.

Clear the halls.

Hold is called when the hallways need to be kept clear, even during class changes.

Students:

  • Clear the hallways and remain in their room or area until the “All Clear” is announced
  • Do business as usual

Adults:

  • Close and lock door
  • Account for all students and adults
  • Do business as usual

Standard Response Protocol - Secure LockoutSecure Lockout

Get inside.

Lock outside doors.

Secure Lockout is called when there is a threat or hazard outside the building.

Students:

  • Return to inside of building
  • Do business as usual

Adults:

  • Bring everyone indoors
  • Lock outside doors
  • Increase situational awareness
  • Account for all students and adults
  • Do business as usual

Standard Response Protocol - LockdownLockdown

Locks, Lights, Out of Sight

 

Lockdown is called when there is a threat or hazard inside the building.

Students:

  • Move away from sight
  • Maintain silence
  • Do not open the door

Adults:

  • Recover students from hallway if possible
  • Lock the classroom door
  • Turn out the lights
  • Move away from sight
  • Maintain silence
  • Do not open the door
  • Prepare to evade or defend

Standard Response Protocol - EvacuateEvacuate

“To a location”

 

Evacuate is called to move students and staff from one location to another.

Students:

  • Leave stuff behind if required
  • If possible, bring your phone
  • Follow instructions

Adults:

  • Bring roll sheet if possible, take Go Bag (unless instructed not to take anything)
  • Lead students to evacuation location
  • Account for students and adults
  • Report injuries or problems using Red Card/Green Card

Sex Offender Registry Notification

The Oyster Bay-East Norwich School District receives SPIN notifications from the Nassau County Police Department regarding the existence of registered sex offenders within the boundaries of the District.

The Police Department can release information on Level 3 (high-risk), Level 2 (moderate-risk), and Level 1 (low-risk) offenders. While the exact address on Level 3 and Level 2 offenders can be provided, the law provides that only ‘an approximate address based on zip code’ can be provided for Level 1 offenders.
