The 504 Evaluation Process
Special Education Referral

The Committee on Preschool Special Education oversees the identification and provision of services to children who require special education services prior to their entry into kindergarten for students ages 3-5. Eligibility is based on the results of a multi-disciplinary evaluation that is at no direct cost to the family. The local school district's Committee on Preschool Special Education (CPSE) determines eligibility, recommends appropriate special education and/or related services and creates an Individualized Education Program (IEP) for each eligible child. The New York State Education Department (NYSED) administers, through local school districts, the Preschool Special Education Programs for preschool students with disabilities, 3 to 5 years of age. The Nassau County Department of Health contracts with providers and pays for these services along with NYSED.

The District provides special education services and programs to students with disabilities pursuant to applicable federal and state laws. Any parent or person in parental relation who suspects that his/her child has a disability may refer the child for an evaluation by the District’s Committee on Special Education (CSE) for eligibility for special education services and programs. More detailed information on this process is available in A Parent’s Guide to Special Education, which is published on the New York State Education Department’s website in English and Spanish.

According to Section 504 of the Rehabilitation Act of 1973, a student with physical or mental impairment that substantially limits one or more major life activities (e.g., learning, breathing, walking) is eligible to receive necessary accommodations to ensure a student has equal access to the general education environment.
